Kôga no Genyôsai, from the Ninja Akakage Spinja set. Seagal arrived already painted, and we have only repaired his hair. Named after the pseudo-action movie "star" and Russian stooge. Hilariously, Seagal is our heaviest fighter, outweighing his nearest competitor by almost half a gram.
